Abstract


With a decentralized approach, local governments independently determine the parameters of their own public service basket, which creates a situation of choice for citizens: each individual can “vote with their feet” for a particular jurisdiction. This is the essence of the Tiebout hypothesis. This paper is devoted to its graphic and agent formalization. An agent-based model is proposed that simulates the process of interregional migration of the population, seeking to optimize their needs for two public services.
