The article studies questions of development of instruments and methods of agent-based modelling of the arrangement of universities across the country from point of view of researching how the state implements its tasks that stays in the face of the system of higher education: a) implementation the role of centers for regional university’s systems to help to increase competitiveness of regional economy; b) development of innovative quality of Russian economy; c) incoming Russian universities in the lists of best universities of the world. The criterion of optimization is implementation the role of centers of regional university systems.
